Identity Card and Passport - Pre-application

You must then make an appointment with a Town Hall to carry out biometrics (fingerprints) - you will receive your papers in approximately 3 weeks.

  • Current ID card or Passport
  • Photocopy of proof of address less than 3 months old in the name of the APPLICANT (electricity, gas, landline or mobile phones, tax notice, rent receipt) - Please note for EDF: no contract certificate but an actual consumption bill.


Driving license

Once the formality is completed, you will receive it at home within 15 days.

The €25 tax stamp can be purchased online when applying.

Driving License for Foreigners - exchange

Brexit - Driving in France with a British license

Since Brexit, the rules for driving in France with a British license have changed.

If you reside in France before 2021, your license is recognized until January 1, 2022.

If you move to France after 2021, your permit is recognized for 1 year from your arrival.

If you have recently moved to France and have a driving licence issued by a non-European state, you must exchange it for a French licence in order to continue driving. The application is made online on the ANTS website. Depending on your nationality, you must apply within a certain time limit. If you meet the conditions, you will be issued with a French driving licence.


  • Color image of front and back of original driver's license
  • Translation of the driving license if it is not written in French. The translation must be legalized or apostilled if it is done abroad. If it is done in France, it must be done by an authorized translator.
  • Proof of identity
  • Proof of address less than 6 months old
  • Proof of regular residence in France (residence permit or Ofii sticker affixed to your passport
  • Digital photo signature (if you do not have access to a photo and digital signature service, you are invited to complete and send by mail a photo signature form (FPS) during the online procedure)
  • Certificate of driving rights less than 3 months old issued by the foreign authorities that issued the driving license. This document allows you to verify that your license has not been suspended, withdrawn or canceled.
  • Translation of the driving rights certificate if it is not written in French, by a translator authorized in France.
  • If you do not have the nationality of the country issuing the permit, proof of normal residence in the foreign state at the time of issue of the foreign permit. For example, certificate of registration and deletion from consular registers, employment contract, pay slips, employment certificates, etc.
  • If you have a heavy license, medical certificate of fitness to drive heavy categories, or declaration of renunciation of heavy categories
  • If your license has been canceled or suspended: cancellation or suspension decision letter informing of the exchange obligation sent by the prefecture medical advice

WHAT THE LAW SAYS ABOUT IDENTITY CARDS

The European Union states and a number of other countries in Europe or around the Mediterranean accept the identity card as a travel document.

It is possible to travel to these countries without a passport, with a new card (bank card format) or with an old card (blue plastic). The old card, if valid, can be used to travel or stay in the European Union until 2031.

If your identity card was issued between January 2, 2004 and December 31, 2013 and you were an adult at the time of its issue, its validity period has been automatically extended by 5 years.

The authorities of the following countries have officially confirmed that they accept old (blue plastic) identity cards that appear to have expired but whose validity has been automatically extended by 5 years:

Andorra; Bulgaria; Croatia; Estonia; Greece; Hungary; Iceland; Italy; Latvia; Luxembourg; Malta; Monaco; Montenegro; Czech Republic; San Marino; Serbia; Slovenia; Switzerland; Tunisia (only for dual nationals or persons participating in group trips organized by a tourism professional);

Türkiye

The authorities of the following countries have not officially communicated their position but usually tolerate old identity cards (blue plastic) which appear to be expired but whose validity period has been automatically extended by 5 years:

European Union countries: Germany, Austria, Cyprus, Denmark, Spain, Finland, Netherlands, Poland, Portugal, Slovakia, Sweden; Schengen Area countries: Liechtenstein;

Ireland, Vatican, Albania, North Macedonia, Bosnia and Herzegovina, Egypt.

The authorities of the following countries accept old (blue plastic) identity cards that are still valid but do not accept those that appear to be expired and whose validity period has been automatically extended by 5 years:

Belgium, Lithuania, Norway, Romania

In order to avoid any inconvenience during your trip, we strongly recommend that you use a valid passport rather than an identity card with an expired expiry date, even if it is considered by the French authorities to still be valid.
